How to choose a Microsoft Copilot trainer in Germany

  • Ask whether the course content can support your AI literacy obligations under Article 4 of the EU AI Act
  • Confirm delivery in German, including German-language sample prompts
  • Check that the trainer can discuss GDPR and the Microsoft EU Data Boundary in plain terms
  • Involve your works council early if Copilot usage data will be reviewed

AI literacy duties and the German Copilot market

Germany published its national AI strategy in November 2018 and updated it in December 2020, raising planned federal AI funding to EUR 5 billion through 2025. The bigger shift for training buyers came from Brussels. Article 4 of the EU AI Act has applied since 2 February 2025 and asks organisations that deploy AI systems to take measures so that staff have a sufficient level of AI literacy. Many companies rolling out Microsoft 365 Copilot have answered that by booking structured courses.

German buyers can choose from a wide field. It can form part of it. Article 4 asks deployers to take measures for adequate AI literacy, taking into account staff knowledge and the context of use. A Copilot course that covers how the tool works, its limits and safe handling of data is a reasonable component. Keep records of who attended and what was covered, and check your wider obligations with legal advisers.
Training on its own is rarely the trigger, but deploying Copilot and reviewing usage data may touch co-determination rights.
