Agent skills, works councils and the EU AI Act in Germany

Germany committed early to artificial intelligence. Its national AI strategy, launched in 2018, saw federal funding raised to five billion euros, with the goal of making AI made in Germany a recognised mark of quality and with explicit support for SMEs and the workforce. The legal backdrop has since tightened. Article 4 of the EU AI Act has required organisations deploying AI to support staff AI literacy since February 2025, and national authorities begin enforcement in August 2026, which turns agent training from a nice extra into a compliance consideration.
